Rooted by the story of her ancestors, the Taino people of the Dominican Republic and enslaved Africans, Rosa Vargas rose from her youth as an immigrant in 1980s' Washington Heights facing hardship to become the first woman of color to serve on the Board of Education in Irondequoit, NY.
